Accutane is dangerous drug, so no wonder that some derms don't want to prescribe it(let's not forget that originaly it was treatment for most severe of cases of acne), but your derm just said somethin...

It's weird that's you had been prescribed oral antibiotics for such mild acne. Do you use something topical also?

Antibiotics will not work for blackheads. You need topical retinoid for those(or something else like cosmetic procedures I don't know how they are called in english)

Topical antibiotics can help with whiteheads, but also you need something else to deal with blackheads. Some topical retinoid would be good. Topicals are very safe in comparision to oral treatments

Ask yourself if you took doxycycline for 3 years then if this is the answer for you acne? Maybe if you acne is lesser than before it's better to try some other aproaches, even if they wasn't succesful...
