Is the moisturizer oil or water based?

The first ingredient is water, and the second ingredient is Jojoba oil. So is the moisturizer both? (Both water and oil based?)

Sorry Dan I didn't see your reply until now. I've done pretty much everything, still taking topicals, supplements, etc. I think it might be getting a bit better recently.
