Dr. Rullan (Dermatology Institute, Chula Vista) is running a butcher shop. Please don't go to him (especially if you're dark skinned)

On November 14th, 2023, I traveled to CA in hopes of receiving treatment for acne scars from this renowned doctor. The treatment, which was recommended by Mary, consisted of Phenol cross, Erbium laser, and subcision (using a cannula needle). Hours after leaving the office, I noticed severe burning and pain on my face which kept me up all night. I did not make a big deal of this as my anesthesia had worn off and did not notice any other symptoms. After returning home, I followed all directions as described by the doctor. During the healing process, I noticed that my scabs took longer than usual to fall off. However, I did not manipulate them in any way, leaving them to fall off naturally.

As my scabs fell off, I noticed that I had pigment loss on both cheeks. It wouldn't be until the last of my scabs fell off, around December 6th, that I would see the full extent of the damage:

laser burns on both cheeks

pigment loss on both cheeks and left temple

A large divot on my right cheek.

 

After noticing these issues, I reached out to the doctor's office repeatedly via email (I also provided pictures), and was met with a dismissive "It will go away." i had to run the office down and threaten to sue before they finally arranged a virtual meeting with me in Feb.

 

During that meeting, I was routinely and repeatedly gaslit by Mary, who tried to tell me that I didn't sustain any damage as if I don't know my own skin, and as if my injuries were not verified and noted by other doctors. As a result of this meeting, I was offered another subcision by Rullan, to which I declined citing Marys assertation that the subcision was caused by Rullan. If Rullan gave me a crater, why would I fly back and risk more damage? The office also sent bimatoprost, stating It will take two weeks for my pigment to resolve. My pigment has not returned and may NEVER!

 

In an attempt to assuage me, Mary shared photos of other clients. These photos led me further into dispair because of how graphic they are and because, for some clients, their color never returned.

 

Exhibit A: Black male with his face burned off. The office never shared an update, which led me to believe they severely damaged his face like they did to the Indian dude (pictured as well).

 

Being that I had to seek treatment for the damages, I thought It was only fair for me to get my money back; as I did not pay to get disfigured.

 

My attempt to get my money back has been the most frustrating experience, ever. Mary, his office coordinator, is a liar, a gaslighter, and is extremely unprofessional. After a month of getting the runaround, I texted Mary about an update. This conversation consisted of her refusing to speak over email or text, citing some new protocol. When I asked why this protocol wasn't communicated prior to that conversation, she completely cut off communication. (screshots will be posted).

 

 

 

As It stands, I have filed a report with the California Medical Board, and implore those who have been botched by Rullan to do the same.

 

I am sick to my stomach at the thought of other people getting botched by him, and will do anything to prevent anyone else from experiencing the same psychological and emotional turmoil that I have.
