Yes definitely its related to accutane. Accutane dries out your skin a lot to say the least..
My suggestion would be to ask your dermatologist for a topical corticosteroid. My mother has psoriasis and she controls it with a topical corticosteroid called mometasone fluorate. Its very potent, it literally fixes your flaking or redness within 30 minutes to an hour.

Wow, not only didisotretinoin make my acne worse, it created another problem for me. Oh man, when will i ever recover from all this....

The eczema will stop more than likely after discontinuing accutane. For now you can control it with what i suggested above. Best of luck!
