cant tell but just looks like hyperpigmentation to me. i would try ipl first since its not a laser and see where it gets you. if you go to a reputable place and they do multiple passes on each spot it shouldnt take too many sessions to get rid of those. its a super easy procedure with really no downtime. you will be red after the procedure and the areas zapped might swell up some but the redness usually goes away pretty quickly as well as the swelling. you can do ipl's every 3-4 weeks so i would think in 3 months those red marks would be about gone.
there is also v-beam which is a laser that works well too. go get a few consults and see what they recommend. you can also try chemical peels but there is more of a downtime with those. i used to get tca peels and they work pretty well for red marks but the ipl is just so much easier since they only zap the spots and nothing else.
