I am 18 years old, I live on the east coast, and until 6 months ago I NEVER had problems with acne. Well never is a strong word, it was very rare for me to even have a pimple, most of those times being around/during menstruation. My complexion was fine, and I only used water and a clean cloth to wash my face, which I figured was working since my skin was clear. About 6 months ago I moved out of my parents house and rented a room from a friend. Chain of events left us with no AC for about a month total in the middle of June and in NC that is pretty hot. Ever since them my skin has been TERRIBLE. These little fleshy bumps are all over my forehead and they won't go away no matter what I do. I wash my face with oatmeal right now which calms them down somewhat, but they are most inflamed right after I wash my face. I would like to use a homeopathic remedy if possible but at this point ill take anything that will fix it.

Are you sure it's not due to a change in water?. That water you're currently using may be harder, or less 'agreeable' with you skin, than the water your previously washed with.

^^ I agree about the water. Sudden change in water quality can change the PH of your skin. Are you only breaking out on your forehead? Since you had no AC, if your forehead was sweating then that might have caused the bumps. Another possibility could be your shampoo, especially if most of your acne is concentrated on your forehead.

Try witch hazel or tea tree oil to see if that helps. Aloe vera gel helps too.
