Neck acne from shaving HELP!

Hello.

Im bald. I shave my head every other day. My neck acne has gotten out of control. Any advice is helpful. Here the details:

- Ive tried razors (switching out every shave which is expensive)

-Im currently using the skull shaver which is an electric shaver and I use the sensitive blades.

-I believe I have inflammatory acne. See picture.

-I was on accutane 15 years ago and would like to stay away from it again.

-I currently use a 10% benzoyl peroxide acne wash, 1% salicylic acid acne face cream.

-Ive was prescribed a adapalene and benzoyl peroxide gel 0.1% / 2.5% as a spot treatment which does not work for me.

- the only thing that Ive found to help is Clobetasol Propionate .05% ointment. This seems to calm the inflammation and eliminate the acne, however my doctor said I cant use it all the time. It bad for your skin and might thin your skin I think. So I use it for two weeks when the neck acne gets bad, like in the picture I attached.

-Im considering the Regimen kit. Whats your thoughts on this?

- lastly, anyone else have neck acne caused from shaving? What will help? What should I be doing differently?

-Ive considered laser hair removal on my head. Would this help the breakouts?

If you're sure it's from the act of shaving, you could try using a hair clipper on the shortest attachment. Then you'd avoid ingrown hairs.
