Aren't Benzoyl Peroxide creams or gels unqualifiedly, necessarily better than body washes?

1. To prevent acne or folliculitis, isn't it most effective to apply and subject Benzoyl Peroxide (C14H10O4 I don't think this forum allows subscripts?) to skin as long as possible? I'm assuming that Benzoyl Peroxide needs time  to penetrate the skin and follicles. 

2. Aren't Benzoyl Peroxide creams or gels undoubtedly, unreservedly better than body washes? 

3. Body washes are usually washed off  within 3 minutes max. How can 3 mins. of skin contact with C14H10O4 suffice for efficaciously killing bacteria?

Yeah, that's been my experience to date as well. Washes wash off.

The theory would be that BP kills bacteria fast, and kills almost all of it. But in real life, when you leave it on, it works better.
