That could be dry skin. Take a close look, I maybe wrong, but if you scratch your face a lot, or just generally are dry try finding a moisturizer.
The acne.org moisturizer is one of the best, however you can find good ones at Walmart, Target, and any drug store.
Buy one labeled non-comodegenic (won't clog pores)

Thanks for the heads up. Yeah, when I had a beard I definitely would pick and scratch at it so that could be what has happened. It also had some dandruff which meant it could have been dry. I'll see if that helps. I have a tiny indented type of scar, hopefully that can be cleared up:
