The Regimen does not have any effect on the oil glands. The active medication in The Regimen is benzoyl peroxide. It works by releasing oxygen into the pores where the acne bacteria live. Since they are anaerobic organisms they cannot live in an oxygenated environment. Thus, bp kills them. It also kinda exfoliates a bit by drying and flaking the skin.
