In some people more than others. The majority I have seen are CO2 issues of over aggressiveness (fat loss in thin skinned people, or too high of a setting). Occasionally Nd:Yag has some thermal issues. The main issue is thermal damage. The same damage the laser uses to heat the skin in some can be unpredictable. Damage is natural by the way. Our body naturally turns over damaged skin on a regular basis. If one has auto immune type things, poor healing, underlying conditions, or hidden acne (surface - no bumps) I have seen occasional issues.
There is a diffrence between a vascular laser for red and a destructive laser for rejuvenation. Is it ablative or non ablative meaning it takes away skin and the body heals itself. Of course with stronger lasers that are ablative they also give greater results, while some get none at all with non-ablative types.
You can always do a test spot and see how you heal. I think too many "superficially" perfect people, do them and are unhappy. I always advocate non energy devices before one dabbles with lasers. Simple things can give great improvement. For instance TCA Peels like laser, do wonders for texture, but do not damage underlying skin or have the side effects.

Regarding acid, that sounds sound, too much acid can damage the skin, there has to be balance between resurfacing and healing wile repairing the barrier. During this phase no harsh chemicals or exfoliants can be used. Sometimes the skin needs moisturizers, oils, antioxidants serums aka vitamin c etc, and facials to repair things, even those gel facial masks.
