I believe this is PIE, if you push on them and they go away for a tiny bit it is, if not its PIH - hyperpigmentation.

Aloe vera and honey often help or tipple antibiotic on the individual spots. Vascular laser as well (vbeam) many get at med spas. IPL or BBL are great for PIH or skin bleach (cream).
