Bit of background, haven't had active acne in decades but I was left with tons of small/medium hypertrophic scars (particular the front/back and lateral shoulder)and some atrophic ones in the chest reason.

Over the years I did repeated derm roller session with my gf, microabrasion and one laser crazy full ablationsession at a Dr I knew (so it was very cheap). They have improved a lot in the sense you can't tell they are there from a distance (flatter, whiter etc) but close up or in dressing room lights you literally see hundreds of them as the colour is different. This was to be expected, all the redness, hyperpigmentation and raised aspect is almost gone.

I am not looking for better treatments, doesn't really exist so I will save all that money but I have 2 options when I return to East Europe (my origin).

1)Tattoos to camouflage them by making them skin colouror cover them with actual tattoos if that makes sense

2) Plastic surgeon to excise the entire skin in the shoulders (where they are worst) - is this possible? How much skin can be excised in terms of cm which is continuous with one another? I would love to take them all out and be left with a few vertical/horizontal linedscars which I would leave as it is or go down the tattoo route later if it bothers me (unlikely).
