Vitamin K strengthens capillary walls. This won't hurt your red marks, but it is primarily for bruising.

AHA is the best ingredient to fade red marks. Search for products containing AHA (Glycolic.)

I just did, but it could be the inactive ingredients working on the user's skin. Keeping scars moist always helps them more than anything. The thicker the cream, the better. (This happened with me and progesterone cream, but it wasn't the progesterone!)
If the user has acne rosacea, or gets red from scrubbing or product, I could see it calming general erythema.
I agree with LeadingForce and TurnOver - glycolic acid, which is an AHA, is great for helping red marks to fade. I've been using a range of products containing glycolic acid for the last seven weeks and I can already see some improvement.

Just checked out the thread you were talking about and saw the ingredient list. It contains lactic acid - which is another AHA and therefore should be good for fading red marks. Lactic acid is also very good for hydrating the skin. So, let us know how it goes, you might be on to something.
