I'm oily and sensitive...I've found that it's best to wait just a few minutes to tone after cleansing most of the time. If I habitually tone immediately following cleansing, my skin will get dry and then gradually start producing more oil. I don't know if you are using a witch hazel that has alcohol in it or not, but watch out for the alcohol content. I have an alcohol free toner that I mix with the witch hazel to reduce the % of alcohol.
