Folliculitis or Acne?

Hi y'all! I am a 16 year old girl, and I've always had super clear skin, until about October 2015. Since then, I have had these tiny, sometimes red and sometimes itchy bumps on one area of my forehead only. After trying to wait it out and see if it will go away, I'm tired of it and ready for it to be gone. Since the rest of my skin is perfectly clear, I've been confused as to why only my forehead is like this, especially since I treat the area no differently. I've always been a bit of a late bloomer, so could this be hormones kicking in? Or could it be some form of folliculitis? If it helps, around the same time that the bumps appeared, my forehead began to get ridiculously oily. So, I know this will sound super weird, but I don't wash my face with cleanser. I have tried different products and all of them seem to make my skin worse, and I don't use cleanser on the rest of my face and it looks great. However, I do rinse my face with cool water daily and apply CeraVe pm moisturizer twice daily. Also, I cannot see a dermatologist since I live in a very small town. If anyone could help me think of treatments for my problem I would be very appreciative!

P.S. I've been eating terribly lately so I clearly do have a few pimples, but I'm worried more about the bumps and horrible oil.

As you mentioned you started getting them at about the same time your forehead got oily, that would lead me to think that you have closed comedones. Nothing to worry about to be honest, thats the mildest form of acne you can have. You could opt for a retinoid or AHA to help clear those out though.

Also, I'm sure there are dermatologists and/or clinics in every town in the United States.

I agree with above, definitely just closed comedones, MILD closed comedones.

A retinoid could definitely help and even just a simple salicylic acid cleanser, perhaps a glycolic acid serum of some sort and moisturiser might help too.
