I have white heads all over my forehead. My forhead was pretty clear before, but ever since I started using neutrogena foaming scrub it went wild and now I can't get rid of them for at least 3 month. I have oily skin in my T zones.

No I stopped using it as soon as I notices that this was happening. It has been 2 months since then

Yes i started using new garnier scrub and also I continued using zynerit, which always cleared my skin ,but now it's not helping...

Have you tried not using any scrub product? you might be spreading the infections all over your face with those products.
