Is This Acne On My Cheek? *including Pictures*

I've never had visible acne on my cheeks, I haven't had any active pimples on there!

My cheeks look like there is acne scarring and there is under the skin bumps but the surface feels smooth, it's also quite red in that area people always think I've got sunburn there.

Yes - it looks like you have either mild acne or rosacea, it's hard to tell. I don't see any scarring.

It looks like it may be irritation from products. Are you using any cleanser or topicals that could be causing redness? Maybe try a change of products.
