Is this an acne scar (hypertrophic)?

I've had this red horizontal bump on my skin for probably years.

It's hard to capture in a 2D photo, but it's very obvious in certain lighting.

I've had subsicion, infini, tca cross and laser but nothing seems to help.

Do you think this could be a hypertrophic scar?

It™s hard to make out what your describing . I can™t see anything . What I only see is some hyperpigmentation in the areas you are pointing out . If it™s raised it hypertrophic other then that it™s just a shallow scar

Like a bump type thing going on. It doesn't really look like scarring and it's practically invisible to my eyes.

A bump ic now . Ya that sounds like hypertrophic scarring . There is a different section here for hypertrophic scarring

In the photo, it's quite hard to see.

I'll try applying silicone gel, but I'm not sure how effective that will be.
