To me those looks like pure red marks from recent acne (like within 18 months). If you're saying those red marks are permanent from 5+ years ago, then it's probably some pigmentation issues or other issues going on, which I'm going to yield the question to someone that knows bout pigment and Asian skin. Your forehead looks like it has some very faint white pigment/texture, but almost not noticeable/blended.

I personally don't see any scars as in physical injuries to the epidermis. To be totally honest even with the red marks you're skin looks pretty amazing and flawless. Whatever you do, don't do anything major and mess with the skin which is good.

I'm in a pretty similar situation as you regarding acne marks/scars. They're concentrated on the temples of my face and a bit on my cheeks, and they look very similar to photos you posted.

Although I know microneedling is an incredibly controversial topic on here, I'd definitely consider doing some research into microneedling to see if it may benefit you. I've done two sessions so far, and it's helped out my temple area a good bit. My cheeks haven't seen much improvement so far, but I'm expecting (perhaps hoping is a better word?) that the cheeks improve with time.

If you do decide to go down the route of microneedling, just make sure to do your research and know exactlywhat you're doing before you get started. If you have the money, you can always consider going to a dermatologist's office to get anesthetician to complete the microneedling.
