Talk to a plastic surgeon. The neck has thinner skin so healing may be different than on the face. I'm sure they can be excised but the question is: how will the resulting scar look?

Hi Amanda, first of all thanks for the reply. in my ignorance, I thought that the excision caused only linear scars, but evidently according to what you say I was wrong. How did your excision experience go? would you do it again? Im very interested about it.
