Nope, you don't suction something that is higher than the target of where you want it to be. It's one thing if the blood pools after vacuuming (Which is does for a few hrs or days) or you have swelling after the procedure (you do not need to vacuum for a few days after your subcision, because you need those needle places to heal and the swelling to go down. Then you vacuum. You will swell after you do it in those places and possibly bruise, this is what happens to create a pool of blood (the body absorbs some). This is why filler is more optimal, no fiddling with vacuuming, wondering how much should you do, and if it will even work, filler is instant (some swelling and technique variation).
