No, it won't. Theoretically, if you had like 20 treatments over the course of several years you might get pretty close. Fortunately there are other cheaper, more efficient treatment combinations available.

I read one Asian guy's comments over on Realself that he had 5-6 Treatments done and it did absolutely NOTHING for his Ice pick scars. I almost went through with this early part of the year before I read his comments, but I was talked out of it as they told me I'm dark skin and is only recommended for light skin patients. But I have seen at other places where they do perform this on dark skin patients, but not if you are African-American.

Another risk with this is it can also caused Hypopigmentation where the skin gets lighter which can cause it to be permanent damage. This can happen even on White folks if they have multiple treatments with trying to get their Tattoos removed.
