Skin Routine (Help Needed!)

Hey Everyone,
I know what I'm about to say has probably been repeated over 50 times but I kind want to share exactly what I do so I can finally get some advice and help. Basically I had a huge breakout a couple years ago and the acne stopped but the remains are still there. I think I saw someone say post acne hyperpigmentation. Anyways I have a couple breakouts here and there but one thing that always stood out was my oily forehead (T-Zone) its been the same story for the past 2 years so I implemented a routine where I use Cetaphil for sensitive skin cleanser; I apply it once in the morning and once at night. After I use the cleanser I apply neutrogena moisturizer for sensitive skin; oil-free and allergy free once in the morning and once at night after I apply the cetaphil cleanser. THIS has not yet worked for me at all and I'm really annoyed. In fact is made my skin even more oily and its really starting to have irritation. Am I doing something wrong? Should i completely stop using this. I still have acne marks that I want to remove. Someone advise please. Thank you!

Try not to overdry your skin, I've read several articles where washing your skin more than twice a day will overdry your skin, causing it in turn to produce more oil to keep it sufficiently "glowing".
