Is this Post inflammatory hyperpigmentation?

I've not got that many active spots anymore, if I keep it under control, but the whole areas seem just as bad if not worse than when i did.

Also any advice on how to treat this/reduce the redness would be extremely welcome and I would be eternally grateful!
