if Melanocytes (cells that produce skin color) are in epidermis , and these ablative lasers not 'fractional' Vaporizes all epidermis and part of dermis ,how skin has the ability again to produce melanin??

Ablative laser treatments don't remove the entire epidermis, otherwise you would essentially have no skin. Lasers can penetrate matter without destroying it, which is why ablative therapy also affects the dermis.

The therapy leaves behind sections of the stratum basale, which are basically progenitor cells for the rest of the skin. Scorched regions are repopulated by adjacent untouched regions.
