Hi guys I wanted to ask people from this forum for some information. So the question I want answered is that when a persons acne clears up and is under control does the skin have power to heal the superficial scars left from previous acne because there are no new pimples the skin has to deal with?

Superficical scarring heals over time regardless of whether you are clear of active acne or not. Just make sure you make good use of glycolic acids, skin brighteners or dark spot correctors, and sunscreen.
