No one here is a doc so we can't give you a proper diagnosis, but from a layman's standpoint, it looks like it could possibly be rosacea to me, yes.

It could also be an allergic reaction to something.

Question: How fast did it happen? Gradual or all of the sudden?

Gradually. Tried to exfoliate for almost a year with a solution of AHA and BHA in low percentage but never worked and slowly worsening my skin.
