Yes, I use moisturizer first and then sunscreen. I use Rodan and Fields Soothe sunscreen for my face. Super lightweight and good for acne prone and sensitive skin!
A zinc based mineral sunscreen is the best because it does not irritate sensitive skin. If you are of a lighter complexion, you can use netrogena sheer zinc for face. I have tried it and it did not break me out at all; in fact, it had a soothing effect on my zits. I only stopped using it because I am dark skinned and the sunscreen was gave me a whitish-cast. Right now, I use a tinted sunscreen powder and it is working great so far. Hope this helps.
I use EltaMD spf 46 in clear. It is prescribed by dermatologists for acne-prone skin. UV oxidises squalene, the oil skin produces, starting of the acne inflammatory chain. Having avoided it for years as dislike putting products on my face during the day, I now won't go out without it!
I apply moisturiser beneath if needed, but usually just at night.

Absolutely. Apply a moisturiser, leave it for a bit, then apply a non-comedogenic sunscreen.
There are some sunscreens which have a combined moisturiser if you feel it would be more convenient. I believe Nivea have one.
