Short and simple.
Summer = well balanced, healthy, smooth skin. Flawless. 
Fall/Winter= irritation, flakes , red bumps(not pimples) , marks all over. 
Why does this happen? 
I believe I have oily skin during summer time since I use a sal. Acid cleanser during that time so I believe my skin becomes dry to combination during fall/winter, am I right? 
If so what are some BASIC skin care routines I can use- cleanser and a moisturizer. 
I been to dermos (5 times) they just ruin my skin more because they over think it.
I know its something so simple I just need the right routine for winter/Fall.

Hey, I get very red and irritated skin in the winter too and I came to realise that it's mostly because of the cold and wind taking a toll on my skin. It helps hugely if I put on a moisturiser during the day in winter to shield it from the elements. Also it's important not to overwash it in the winter, because washing will over dry yout skin further. Stick to washing twice, am and pm and let your skin be during the day 🙂

From the photographs, it appears that you have skin redness. It is a skin condition that requires regular care as it can spread to other areas of the face and the body if left untreated. Use a popular and reliable brand of anti redness cream to keep the condition under control. (removed)

If your sin is fine in the summer, it's probably the cold and wind like Iwikiwi said as well as from having to turn on heaters (furnace heat always makes my skin extra oily). A moisturizer should do the trick. My skin has always been oily so I'm not sure what's best on other skin types.
