I can't find the answer to this anywhere. I have extremely oily skin and I've read studies that 3% topical green tea lotion can reduce sebum production up to 70% over 8 weeks. The only green tea lotion that I can find is the proactiv moisturizer, but it doesn't say how much is in it.
You may want to contact customer service at Pro Activ for that.
There's probably a reason they don't list it anywhere in the ingredients or anywhere on their website. I'm guessing there's actually very little if any green tea at all. I'm waiting for a response from the company, but I wouldn't be surprised if I don't receive a response.

Me: "How much green tea is in your Green Tea Moisturizer? Is it a 2% solution? Thanks!"
Them: "Thank you for your email. This wonderful nourishing product contains Green Tea EGCG, a potent, anti-inflammatory antioxidant that helps to fight P acne. You should apply daily as needed to alleviate dryness. When using the 3-step system, the Green Tea Moisturizer should be worn over the Repairing Treatment."
What an absolute garbage copy-paste response.
