You can still apply it twice a day.. I would recommend right after Fajr, it should be soaked into your skin by noon so I don't think washing your face hours after applying will effect the treatment much. Apply it again after Maghrib and try not to break ablution before Isha.

It is pretty difficult for us Muslims however, that solution seems ok.
