I've finally got the flaking issue under control (non existent) and thought I'd share what works for me in case it's useful to anyone else.
Been on the regimen (cetaphil cleanser, acne.org BP, eucerin moisturiser) for about 4 months now.
Was suffering with darkening of the skin on the chin and (as expected) my entire face was dry and flakey - this was still an issue 4 months into the regimen. Jojoba oil was only a temporary fix (i.e every time I washed my face and the jojoba oil / moisturiser washed off - my face was still flaky, it just seemed like a temporary fix).
So I made some changes to my regimen, but I waited until my acne was under control.
Before I started the regimen I used to get maybe 7-10 spots a month (but the type that hang around and leave bad pigmentation behind). Now I get maximum 1 spot every month (if any at all).
This is how I stopped my flaking:
1. Switched my moisturiser from cetaphil to eucerin (5% urea)
2. Use BP only in the morning (i.e ONCE a day)
3. Started using an over the counter retinol cream at night (NOT the same as retin A etc as you need a prescription for retin A).
Unfortunately I started these changes around the same week or two so apologies, I'm not quite sure if it's a combined effect or which specific change actually stopped the flaking.
Essentially now when I wash my face the flakes don't suddenly reappear after 2 seconds! My face is smooth and soft again!

The retinol I use is called 'Redermic R' it's by a brand called 'La Roche Posay'.
It has 0.3% retinol. I'm in the UK, though I just checked and you can get it in the US too. It is a bit pricey but one tube will last a long time (and I was desperate!).
I didn't have any sensitivity or bad reaction to this retinol, though I wonder if that's because my skin is used to chemicals (BP etc) although the Redermic R has helped my skin I'm keen to try a stronger (higher concentration) retinol so I've ordered a 0.5% retinol by Skinceuticals (they do a 1.0% version too which I may work my way up to if the 0.5% goes ok).
