Umm, this looks amazing, but when did they apply it? On a scar that has fully 'healed' and won't change itself anymore?

WOW the results are great Instead of millions of dots, you just have like a thin scar I think it will just be discolouration, but it looks cool to have something like that   I'm considering this...
