If you have sensitive skin about the worst thing you can do is shave anywhere, especially your bikini area. Surely the doctors you have seen have mentioned that? Of course you are meant to use the simplest, right PH product for washing your genitals. Sudocream is designed to create a barrier to protect the skin from urine in babies to prevent & treat nappy rash. It is perfectly safe to use externally. It is very effective at easing discomfort in that area if needed. I think it sounds like you need some better advice & to discuss what you do with a doctor. There is no way someone with sensitive skin should be shaving, especially if you have a skin condition in that area. There are far less irritating ways of removing hair.

This is not to reduce current breakouts but to reduce the amount of sebum your skin is producing & therefore cause you to have less breakouts in future. At night you should apply a very thin coat to any area you are affected by acne, avoiding the eyes & lips. You will need to gently exfoliate & cover up to not get sunburnt.
