Both of those statements are oversimplifications.

Lactose intolerance is highly relevant to acne.

I am one of the people with which dairy is a major acne trigger. I avoided dairy for a long time before trying lactose free dairy. Lactose free dairy products do not trigger any acne for me. As a side note however the dairy available to me in Australia isn't subject to potentially containing added growth hormones, as is the case with American dairy. In that regard, if lactose free dairy does break you out, that could be the problem.
