Please give advice on this subject

Ok, my question is = Shaving improves red marks or just makes them look less red and not actually letting them heal?

When I am talking about shaving: i mean shaving a lot of white hair on neck, cheeks and chin. I noticed that black hair is different = spots you get black hair, the less acne and almost never red marks on. Oh and I dont care if I will have lots of hair, not washing, etc. Currently using ACV(2 times a day) with cetaphil smoothing cleanser(1 times a day), so if any background on how ACV works better with or without hair be good as well.

There will be a difference, hair keeps alot of thing out (like a small shield) but on other hand it keeps alot of things in (for ex: dead cells), But I do not much else and how those differences will affect red marks + acne
