It looks like a cyst with plasma coming out. Usually this clear-yellow fluid comes out after you pick a pimple and squeeze out pus. Don't mess with it. Put a hydrocolloid bandage on it and leave it alone or it might scar. :-/

It comes out of no where actually, i don't have any pimples or puses in my face.. And it doesn't even need me to scratch it to start pumping out this plasma.

I'm am having the same exact issue!.. I think mine could be from an allergy. I cannot figure out why I have these bumps. They pop on there own and crust up. I know this post is extremely old but did you figure anything out? Your description of your red bumps is exactly what I am experiencing.
