The best moisturiser I've used till today is the good things matifier moisturiser. It doesnt make my oily skin oiler, it doesnt have mineral oil and other crap in it so it doesnt cause breakouts and still does a great job at moisturising. I think its only in the UK though I'm not sure where you're from :/, hopefully you can find it

I don't see mineral oil listed there. Mineral, jojoba, and macadamia-nut oil are non-comedogenic.

also if an ingredient wasnt potentially harmful to the skin why would a product specifically point out that it doesn't include that ingredient?
i think whether a mineral oil can be comodogenic has to do with a number of factors but some can be pore clogging.
FYI:

Mineral oil comedogenicity 0-2 (Grading is from 0 to 5)
So, results are inconclusive.
