If they hurt then probably they're cyst not whiteheads ,for years I suffered from lots of whiteheads in my chin and forehead mostly and they never hurt. There are a lot of things that causes acne insuline spikes which means too much sugar is being consumed, vitamin deficiency , hormones, internal inflammation, etc. From what people say diet is the main culprit of acne, not always but most fo the time. Things like a cleanser and toner are not going to remove or even keep acne under control. Don't rely on that stuff , but you should check the ingredients in case they're comedogenic . Oh and toners are completely unnecessary.
