I could be wrong so don't hold me to it, but I believe I have heard that Cetaphil has strong chemicals that actually irritate the skin. Anyways, a good place to start would be fixing up your diet - Try two weeks or so without any milk because that is a great cause of acne, also eat fruits and vegetables, fish, etc. Don't eat any processed foods and especially do not eat sweets!
If you eat junk/your diet isn't so great and your acne is mild, then a change in your diet is definitely a great place to start.
It's probably your hormones, I know mine is hormonal (started having it at around 14) and now at 20 years old it seems to be slowing down a lot. All I have done is wash my face with gentle cleansers twice a day, now I'm also doing a clay mask and exfoliation 3 times a week and moisturising with a gentle moisturiser. It has helped a lot with blocked pores and the general smoothness and state of my skin - it probably has helped my acne a little bit too but I think the main reason my acne seems to be slowing down now is my age; this routine is just helping the condition of my skin.
I tried BP when I was your age, never again. That stuff is horrible, it dried out my skin and made it peel, made my face red and sore I hated it. Not worth it, I cannot imagine ever putting that toxic stuff on my delicate skin.
accutane has a lot of negative side effects. But is probably the best treatment out there you can be prescribed.
Best to try all other avenue before roaccutane.
Avoid high gi foods and dairy.
This cleanser would be perfect for you http://www.purelynaturalskin.co.uk/shop/acne-cleanser/ but cetaphil is normally one of the more gentle chemical products. Also you moisturiser may be blocking your pores. It should be non-comedogenic (will not clog your pores). Moisturising twice a day is a good habbit with the righ moisturiser. "Avene hydrance optimale light cream" is gentle on the skin and non-comedogenic.
I wouldn't use Accutane what so ever! Just google it's side effects, they are horrible and there are quite a few that are permanent. Accutane is really for extremely severe acne, not mild. You should definitely try other things before you decide to go for Accutane.
Start with diet though.
