I had this bump awhile back and then it went away but it came back again on the same spot. What is this bump and how can I treat it?

Also by doctor you mean Dermatologist, Family doc or go to the ER?

That's right near the thyroid, isn't it? I would see your primary care. Perhaps it's a deep cyst but the location is what makes this something you really need looked at.
