Your best bet is finding a plastic surgeon or certified Dr. I know that is hard there as anyone can do these procedures. Ask for pictures, how many cases they do a month, consult a few before deciding.

Ask how many subcisions they do a month and if they treat your skin type. If they just do laser run they will just blast you and not solve your issue.
