How long ago did you do the 25% peel?  It may have not been strong enough to peel.  PIH sometimes needs medium-depth peels or can take several light peels over a series of months to improve. 

@maamekSome questions for you:
1) Have you ever had this response before from peels?
2) Have you use this product before and what were the results or is it your first time?
3) What were the steps you took to apply the acid?
4) What brand is the acid and strength?
5) Do you have oily skin?
