This question is vague, ...there is not best those are some good ones. Depends what you want done.

Dr. Jeffrey Rapaport in New Jersey and Dr. Novick in New York. Three rounds of subcison, infini, prp from Dr. Rapaport followed by filler subcision from Dr. Novick. That should give you good improvement.

Dr. Rapaport is not a good choice. I have followed his work for a while, and while he talks a good talk, the results have been underwhelming. He is way way too expensive for the results. The consult itself is really expensive. Plus, all his before and afters look DECADES old.
