I suggest your brother see a dermatologist. This is beyond acne scars. He needs also to see a therapist. Picking till scarred is reflective to ones mental health.

IF they are all over his arms this is widespread and will take a while to get a small percentage of healing. It will be a journey. Most likely since its on the body they will want to do laser as it's a widespread area.
