It's a bacterial infection of the hair root, I'd goto a dermatologist for assessment. Possibly folliculitis or Impetigo.

Thanks. Just so we're on the same page, you're referring to the scars and not the red looking blemish? I like having a beard but hope I don't get anymore scarring. Is there anything I can do to minimize / treat these scars?

Please goto the dermatologist and have them advise it looks like bacterial to me. They can swab or test and all that. Use a antibacterial soap on your beard until then to prevent any further scaring and clean your razor / shaver .
