Does it really take a full year for a scar to heal?

I feel like several doctors have told me this just to blow me off. After six months of healing, My scar hasn't improved. In fact, it has stretched out and gotten worse. I feel like the year quote is a textbook answer that a doctor will give you if they don't want to deal with a scar treatment. When it is obvious that a scar isn't healing favorably, why do some insist on making you waita full year before treatment can begin, even if it's no long red, sore, or inflamed?

It will take months and years for the scar to mellow or improve in texture but it will never be fully removed and will always be there.
