Pih Vs Pie

So I have been trying to treat my pih from my cystic acne for a while now with no look. I was recently told it was actually PIE which is characterised by red / purple marks rather than the brown and dark colored ones that refer to it being PIH.

From what I know PIE is something to do with the blood vessels rather than anything else. So is this treated in the same way? I mean do I need to cover up in the sun still? I'm assuming that's the reason skin peels haven't been working because of the fact that they are actually blood vessels? I used to spend a lot of time in the sun and I didn't really seem to have a problem with my marks being prolonged so does this matter anymore? And how do I know it's defintely PIE?

i cant tell becuase when a stretch the skin its seem a bit raised and feels raised and when i dont i can feel it on the same level as my skin and when i look at the side of my face down my chin you cant notice it mean their may still be germ beneath the skin which caused the erythema
