Vit C is good for producing collagen, but it wont help your scars without some invasive treatment (laser/dermaneedling) but anyone who's serious about improving their scarring is doing that already.

And you don't need to *lock in* vitamin C with anything. infact applying a basic Vit C serum for 15 minutes and rinsing it off is absolutely fine for getting a decent concentration in your skin.
